Add INADDR_ALLSNOOPERS_GROUP from Linux 5.1 to netinet/in.h.
This patch adds INADDR_ALLSNOOPERS_GROUP from Linux 5.1 to
netinet/in.h.
Tested for x86_64.
* inet/netinet/in.h (INADDR_ALLSNOOPERS_GROUP): New macro.
