now-inlined calls.

Implementation of inb, outb etc for ARM systems.
* sysdeps/unix/sysv/linux/arm/sys/io.h: Likewise.
* sysdeps/unix/sysv/linux/arm/Versions: Add appropriate
entries for the above.
