[PowerPC64] Remove duplicate define in stpncpy-power8.S
USE_AS_STPNCPY is defined by sysdeps/powerpc/powerpc64/power8/stpncpy.S,
included by this file.
* sysdeps/powerpc/powerpc64/multiarch/stpncpy-power8.S: Don't define
USE_AS_STPNCPY.
