Add priority inheritance futex support on sparc.
* sysdeps/unix/sysv/linux/sparc/lowlevellock.h
(FUTEX_WAIT_REQUEUE_PI): Define.
(FUTEX_CMP_REQUEUE_PI): Likewise.
(lll_futex_wait_requeue_pi): Likewise.
(lll_futex_timed_wait_requeue_pi): Likewise.
(lll_futex_cmp_requeue_pi): Likewise.
