* Makefile (libpthread-routines): Add pthread_setschedprio.
* Versions [libpthread, GLIBC_2.3.4]: Add pthread_setschedprio.
* sysdeps/pthread/pthread.h: Declare pthread_setschedprio.
* pthread_setschedprio.c: New file.
