Add locale for mfe_MU
Add locale for “Morisyen” which is also called “Mauritian Creole”
and is spoken in Mauritius.

* localedata/SUPPORTED: Add mfe_MU/UTF-8.
* localedata/locales/mfe_MU: New File.
