* posix/Makefile ($(inst_libexecdir)/getconf): Make hard links to
$(inst_bindir)/getconf if possible.
* posix/Makefile ($(objpfx)getconf.speclist): New target.
(generated): Add it.
($(inst_libexecdir)/getconf): Use it.
