Update.
* posix/Makefile: Add rules to build and run tst-rxspencer.
(distribute): Add rxspencer/tests and rxspencer/COPYRIGHT.
* posix/tst-rxspencer.c: New file.
* posix/rxspencer/tests: New file.
* posix/rxspencer/COPYRIGHT: New file.
