Add HWCAP_LOONGARCH_LSPW from Linux 6.12 to bits/hwcap.h
Add the new Linux 6.12 HWCAP_LOONGARCH_LSPW to the corresponding
bits/hwcap.h.
Tested with build-many-glibcs.py for loongarch64-linux-gnu-lp64d.
