Hide internal __sched_setaffinity_new function [BZ #18822]
Hide internal __sched_setaffinity_new function to allow direct access
within libc.so and libc.a without using GOT nor PLT.

* sysdeps/unix/sysv/linux/sched_setaffinity.c
(__sched_setaffinity_new): Add libc_hidden_proto and
libc_hidden_def.
